简要规则描述：为加强浦东新区供水水质管理，本项目拟通过竞争性磋商的方式选取合格的供应商对区域内供水水质进行检测，对辖区内原水、出厂水、管网水(二次供水）做好全过程水质监测，确保真实、全面、及时的掌握新区的水质动态，保障供水水质安全。            

Brief Specification Description: In order to strengthen the management of water quality in Pudong New Area, this project plans to select qualified suppliers through competitive negotiation to test the water quality of the water supply in the area. The entire process of water quality monitoring will be carried out for raw water, factory water, and pipeline water (secondary water supply) in the jurisdiction to ensure a true, comprehensive, and timely grasp of the water quality dynamics in the new area and ensure the safety of water supply quality.            

合同履约期限：2026年04月至2027年03月

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；        

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and during the evaluation process, no price discounts will be implemented for their products. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;        

(c)本项目的特定资格要求：（1）未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
（2）须具有省级或直辖市及以上质量技术监督主管部门颁发的检验检测机构资质认定证书(CMA)资质，且承诺具备本项目履约的能力。
（3）本项目不允许转包。        

(c)Specific qualification requirements for this program: (1) Not included in the list of dishonest persons subject to enforcement, major tax illegal dishonest entities, and serious government procurement illegal dishonest behavior records by "Credit China" (www.creditchina. gov.cn) and China Government Procurement Network (www.ccgp. gov.cn); (2) Must have a Certificate of Qualification for Inspection and Testing Institutions (CMA) issued by the quality and technical supervision department at or above the provincial or municipal level, and promise to have the ability to fulfill this project. (3) Subcontracting is not allowed for this project.        

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
